BUILT HERITAGE UNDER THREAT IN ROYAL EXCHANGE RETAIL-LED SCHEME

A planning application has been lodged for an area that straddles Belfast's Cathedral and City Centre Conservation Areas will result in the demolition of many fine historic buildings and the facade retention of others. This approach is at odds with planning policy relating to the built heritage.
We need your help to object to the loss of the very buildings that make this area special and to promote a more sensitive heritage and design-led approach, learning from best practice in Glasgow and other successful European cities.

Lottery win for North Belfast Church

One of the few listed buildings in North Belfast is set to be transformed in a major new restoration project.

A Heritage Lottery Fund grant of almost £1million (£959,600) was awarded to the 174 Trust to restore the former Duncairn Presbyterian Church on the Antrim Road and transform it into a Centre for Arts, Culture and Heritage. Following its restoration the building will be used as the venue for an ambitious programme of community-focused events and activities.

MINISTER REQUESTS URGENT DE-LISTING

In an unusual and inappropriate move, DoE Minister Edwin Poots asked that the Historic Buildings Council consider the de-listing of Ballyloran House, Larne on his last day in office. The Council unanimously opposed its removal from the schedule.

New Environment Minister reopens £2.87million grant aid scheme for historic listed buildings

Environment Minister Alex Attwood today announced a boost of £2.87million for historic listed buildings in Northern Ireland.

The Minister said he was lifting the temporary suspension on historic buildings grant-aid which had been in place since December 2010. Now grants up to a maximum of £50,000 will be available.

The UAHS judicially reviewed the Planning Service's decision to approve demolition of Swanston and Bones' linen warehouse in Belfast City Centre Conservation Area. That approval was quashed by the High Court in January 2010. Despite the fact that the Case Officer, (supported by the Conservation Officer and Conservation Area Architect) recommended refusal of this application, the group decided to overturn her decision and have now approved the application once again. Without a Ministerial intervention the only way the building can be saved is again via the High Court.

The applicant has not yet explored all alternative options to retain the building as policy demands. UAHS and the Forum for Alternative Belfast (FAB) offered to help the owner devise a solution which will enable 21st century uses to be housed within the building, and submitted a proposal which demonstrated how apartments could be accommodated behind its facade as a last resort.

Fine hike for unauthorised demolition of listed buildings

UAHS' lobby to raise maximum fine for listed building demolition in Magistrate's Court succeeds.

The Society has raised concerns for many years regarding the pitiful (if any) fines imposed on those who demolish listed buildings without consent, despite it being a criminal offence. Last year, the owner of the B1 listed Piney Ridge, incurred a fine of £150 for demolishing the Arts and Crafts house which was also located within the Malone Conservation Area.

However the maximum fine for such an offence in the High Court is already unlimited, but this route has never been taken. The Society is also very keen to ensure that accurate reinstatement occurs where buildings have been demolished without consent or severely damaged. In this way the local community are not cheated of the buildings that form an important backdrop to their daily lives. We are currently campaigning for the reinstatement of the the 1930s listed North Street Arcade, in the Cathedral Quarter, based on original drawings and a full photographic record.

Technical Institute closes its doors

One of Belfast's oldest educational buildings, the Technical Institute at College Square East, will be closing its doors this year.

The college opened in 1906 and played a pivotal role in reaching across all sections of the community whilst the building pays homage to the Industrial Revolution, sciences, arts and crafts in its architectural detailing.

Free tours run daily at noon until Friday 29 July.

DoE Minister rejects damaging planning policy

Draft Planning Policy Statement 24 : Economic Considerations has been scrapped by DoE Minister Alex Attwood. Friends of the Earth and the UAHS sought legal opinion which concluded that there were grounds for a legal challenge of this damaging policy which threatened to give 'determinative weight' to economic considerations at the expense of social and environmental issues.

An NIEA study is underway to collect evidence on the value of Northern Ireland's historic environment to its economic and social wellbeing; to utilise this evidence to build a compelling business case for the protection and sustainable use of the historic environment; and to assist in long term strategic planning in order to explore new ways to utilise the value of these assets.

Crescent Arts Centre RICS success

The Grade I listed Crescent Arts Centre, built in the 1870s, received a major boost at RICS, (Royal Institute of Chartered Surveyors) 2011 UK wide awards ceremony. The rennovated and extended Crescent building was commended in the Community Benefit Awards category.

Free training session on the the new Planning Act

Threat of Urgent Works Notice works!
